Multiple District 201 Council Officers

Each District Governor represents the International Association in his/her own District, but it is the Lions Clubs which make up membership of the Association.

 

The MULTIPLE DISTRICT COUNCIL is the corporate structure which provides an effective administration of the Multiple District. The Council has no direct affiliation with the Association, nor does it have any legal status except by constitutional control. Affairs of the Multiple District are administered by the council according to the M.D. Constitution and By-Laws, and Policy Minute decisions of previous councils.

The duty of Council is to implement M.D. Convention resolutions, control the organisation of M.D. projects and the M.D. convention, create new initiatives for the growth of Lionism, and to control the finances of the Multiple District.

 

For each District Governor to be an effective member of the Council means that he/she must have a good working knowledge of the Constitution and Policy minutes, and have studied the minutes and meeting agenda prior to each council meeting (one held after the International convention, plus three in Australia). It is important that Governors accept a broad responsibility to the M.D. and not just on the requirements of their own district.

The Council Chairman - IPDG Peter Clarke

Chairman of the M.D. Council IPDG Peter Clarke (Denise) (Hallidays Point) cc@lions.org.au was elected just prior to the Multiple District Convention by the District Governors elect. He takes office at the same time and for the same term as the District Governors. During the term of office the chairman presides at all Council Meetings and the MD Convention, and attends important designated functions and meetings.

 

In addition the chairman oversees the duties of and assists the executive officer and the treasurer, is an ex-officio member of all M.D. committees, and deals with correspondence and matters of an urgent nature. Legal matters are firstly referred to the Constitution and By-Laws Officer, and matters of a non-urgent nature are referred to the Review Committee. All decisions made are placed on the next Council meeting agenda.

 

Each District Governor is notified of any visits arranged to that district, and is copied with all correspondence emanating from and to that district. As immediate past chairman, a report is furnished to the first meeting held in Australia of the new council.

The Executive Officer:

  • Acts as the primary link between the members of Council and the organisation and is responsible for providing assistance to members of Council in developing policy.

  • Provides leadership to staff in achieving Council's objectives

  • Is responsible in consultation with the National Treasurer for the financial management of the Council.

  • Subject to the direction of the Council communicates and promotes Council's policies from time to time.

  • prepares accurate computer information for the various M.D. accounts.
  • furnishes a listing of accounts, payments, receipts, budgets, audited statements etc. and reports to each council meeting and the M.D. convention.
